I’d start by checking if those users are somehow excluded from security defaults or if there’s a conditional access policy overriding them. Also, make sure they’re using apps that support 2FA—older clients sometimes skip the prompt. You can check their sign-in logs in Azure AD to see what’s going on during their login attempts. Microsoft Entra multifactor authentication detects unusual activity like repeated sign-in attempts, and may prevent additional attempts to counter security threats. If you've mistakenly made many sign-in attempts, wait until you can try again, or use a different MFA method for sign-in.

I object to using the Microsoft Authenticator App on my personal mobile phone for work/study

It's indicating that the MFA must be done, but nothing's opening/prompting for it. OWA, Windows sign-in, and Outlook mobile app proceed to the MFA registration and/or use.
